29 CFR 1903.19(c)(1): The employer did not certify to OSHA within 10 calendar days after the abatement date that each cited violation had been abated:  a) Jobsite at Pine Tree Village Town Homes, Boise, Idaho: The employer, Monster Framing, LLC, did not provide certification that Serious citations 1, item 1a, 1b, 2a and 2c from inspection number 993435 were corrected.  The dates by which these violations were to be corrected were October 31 and November 7, 2014.

29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system:    a) On August 28, 2014 employees performed framing activities, which included installing floor joists and decking, without a fall protection system in place.  Employees were exposed to a 19 and a half foot fall hazard to the concrete below.    b) On August 28, 2014 employees performed framing activities on the second floor level, near an unguarded wall opening, exposing them to an 11 foot fall hazard to the concrete below.   c) On August 28, 2014 employees performed framing activities on the second floor level, near an unguarded window opening, exposing them to a 13 foot fall hazard to the concrete below.     d) On August 28, 2014 employees performed framing activities on the second floor level, near an unguarded floor opening around the stairway, exposing them to an 8 foot fall hazard the floor below.    Note) Certification of corrective action IS required.

29 CFR 1926.503(a)(2)(ii): The employer did not assure that each employee had been trained, as necessary, by a competent person qualified in the use and operation of guardrail systems, safety net systems, warning line systems, safety monitoring systems, controlled access zones, and other protection to be used:   a) On August 28, 2014 employees engaged in framing activities did not recognize and/or acknowledge the potential fall hazards when working near unprotected edges, unguarded window openings, and open sided floors that were more than 6 feet above lower levels without an appropriate fall protection system in place.  Employees did not take necessary actions to eliminate or minimize the hazards.  Note) Certification of corrective action IS required.
