The railing shall be provided with a toeboard wherever, beneath the open sides.    Site: 502 Surf Avenue & West 8th Street Brooklyn, NY    On or about 10/8/14    a) No guardrails are provided in loading dock area.    b) Guardrails not fully installed on upper deck area by the Glovers Reef pump room. Employees were exposed to a fall approximately 15 feet to the ground floor.
