29 CFR 1926.503(c): The employer did not retrain affected employees who already had been trained but demonstrated inadequate understanding and skill required by paragraph (a) of this section: On or about October 7, 2014, employees were exposed to a fall hazard of approximately 30 feet in height to unpaved ground level below and not being trained to recognize the hazards while installing wood decking on a rooftop without having any fall protection measures in place.
