29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   The employer does not ensure that each employee engaged in residential construction activities 6 feet or more above lower levels are protected by guardrail systems, safety net systems, or personal fall arrest systems.  This violation was observed on or about October 8, 2014, on the northwest side of the residential home where an employee was exposed to a fall hazard greater than 6 feet when installing shingles without a fall protection system.     The Arnulfo Rodriguez Roofing Co., Inc. dba Rodriguez Roofing was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13) which was contained in OSHA inspection number 985018, citation number 2, item number 1, and was affirmed as a final order on August 18, 2014 with respect to a workplace located at 1934 Parnevik Place, Houston, TX  77066.  The Arnulfo Rodriguez Roofing Co., Inc. dba Rodriguez Roofing was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13) which was contained in OSHA inspection number 980872, citation number 1, item number 1, and was affirmed as a final order on July 28, 2014 with respect to a workplace located at 6511 Bayliss Valley Lane, Katy, TX  77449.  The Arnulfo Rodriguez Roofing Co., Inc. dba Rodriguez Roofing was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13) which was contained in OSHA inspection number 980869, citation number 1, item number 1, and was affirmed as a final order on July 28, 2014 with respect to a workplace located at 6515 Bayliss Valley Lane, Katy, TX  77449.       Pursuant to 29 C.F. R. 1903.19, within ten (10) calendar days of the abatement date, the employer must submit documentation showing that it is in compliance with the standard, including describing the steps that it is taking to ensure that employees engaged in residential construction activities 6 feet or more above lower levels are protected by guardrail systems, safety net systems, or personal fall arrest systems.
