29 CFR 1926.451(e)(9)(iii): Employees erecting and dismantling tubular welded frame scaffolds (end) frames, were not provided with horizontal members that were parallel, level and 22 inches or less apart vertically to be used as climbing devices for access. On or about October 22, 2014, employees were accessing the scaffolding via the end frames which were not intended for climbing access.
