29 CFR 1915.74(c)(2): A safe walkway meeting the requirements of 29 CFR 1917.74(a)(7) was not provided to step safely to or from the wharf, float, barge, or river towboat:      Scrap Yard, 479 Meridian Street, East Boston    Employees were exposed to fall hazards where the gangway between shore and the floating dock was not equipped with adequate railings.  The railing on the side closest to the barge had posts that were damaged and was not equipped with a midrail.  The railing on the opposite side did not extend the length of the gangway and was not equipped with a midrail.
