29 CFR 1926.20(b)(2):  The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person designated by the employer:       (a)Valencias Roofing @ 344 Shawnee Lane, Superior, Colorado 80027: On and before November 19th, 2014, the employer had not ensured a "competent person" conducted frequent inspections to identify and correct hazards capable of causing injury while performing residential roofing activity. The employees were permitted to tear off and install new shingles on a 4/12 pitch roof without appropriate fall protection.  Condition exposed employees to a fall hazard of approximately 16 feet.   Abatement Note: OSHA defines a competent person as one who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system.   (a)Valencias Roofing @ 344 Shawnee Lane, Superior, Colorado 80027:  On and before November 19th, 2014, the employer did not ensure employees installing new shingles on a 4 in 12 pitch roof were using appropriate fall protection. This condition exposed employees to a fall hazard up to 16 feet.
