29 CFR 1960.8(a): The head of each agency shall furnish to each employee employment and a place of employment which are free from recognized hazards that are causing or are likely to cause death or serious physical harm.  The Agency head did not furnish employment and a place of employment to each employee that were free from recognized hazards that caused or were likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of being locked into walk-in freezers and temperatures of about 32 degrees Fahrenheit.  The storage area on the north side of the store: A padlock was installed on the exterior of the door to a Bally Engineering Structures, Inc. walk-in freezer to prevent the theft of cups, napkins and boxes stored inside. The freezer was not in operation, but access was through another freezer located next to it. The adjacent freezer was in operation and reduced the temperature to near freezing. The freezer door cannot be opened from the inside when it was padlocked shut. The freezer was about 8 feet long by 8 feet wide by 7 feet high. The door mechanism that allowed the door to be opened from the inside was removed and defeated by the padlock.  Among other methods, one feasible and acceptable method to correct this hazard is to:
