29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b): (a). At lot 1068 an employee while walking the top of a residential block wall was exposed to fall hazards in that no fall protection system was being used to protect him from a 10-foot fall hazard, on or about December 18, 2014. (b). At lot 1069 employees installing roof trusses were exposed to fall hazards in that no conventional or alternative fall protection system was used to protect them from fall hazards equal to and greater than 10 feet, on or about December 18, 2014. (c). At lot 1068 employees installing roof decking on a 5:12 pitched roof were exposed to fall hazards in that no conventional or alternative fall protection system was used to protect them from falls equal to and greater than 18 feet from the eave of the roof to the ground below, on or about December 24, 2014.

At lot 1068, employees used the top and top step of a stepladder to gain access to the top of a block wall under residential construction, on or about December 18, 2014. (b). At lot 1069, employees used the top and top step of a stepladder to gain access to the top of a block wall to anchor the roof trusses, on or about December 18, 2014. (c). At lot 1068, employees were continuing to use the top and top step of a stepladder to gain access to the top of the 10-foot block of the garage, on or about December 24, 2014.
