29 CFR 1926.501(b)(1): Each employee on a walking/working surface having an unprotected side or edge which was six or more feet (1.8m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or perso  (a) On the roof overhang where roofing tiles were stacked presenting a trip hazard where painters were applying paint to the face of the rear wall and in doing so exposing them to a fall hazard in that no fall protection was used to protect against the 11-foot 7 inch fall hazard from the eave of the overhang to the street below, on or abut January 21, 2015.

29 CFR 1926.1053(b)(8):  Ladders placed in a location where they could be displaced by workplace activities or traffic, such as in passageways, doorways, or driveways, were not secured to prevent accidental displacement, nor was a barricade used to keep the activities or traffic away from the ladder.  (a) In front of the Tuesday Morning store under construction, the extension ladder used to gain access to the roof overhang was positioned with its footing in the roadway where it was exposed to vehicle traffic which presented a fall hazard to the employees in that no guarding, blocking or traffic management was used to protect the ladder, on or about January 21, 2015.
