29 CFR 1910.1200(e)(1): Employers did not develop, implement, and maintain at each workplace, a written hazard communication program which at least describes how the criteria specified in paragraphs (f), (g), and (h) of this section for labels and other forms of warning, material safety data sheets, and employee information and training were met (Referenced in 29 CFR 1926.59):       a) On February 3,2015, a written hazard communication program was not developed for employees that worked with hazardous chemicals to include, but not limited to portland cement.

29 CFR 1926.51(f)(1): The employer did not provide adequate washing facilities for employees engaged in the application of paints, coatings, herbicides, or insecticides, or in other operations where contaminants may be harmful to the employees.  Such facilities were not in near proximity to the worksite and was not equipped as to enable employees to remove such substances:   a) On February 3, 2015, no soap and no hand towels or other drying methods available for employees that used portland cement.

29 CFR 1926.701(b): All protruding reinforcing steel, onto and/or into which employees could fall or come against, was not guarded to eliminate the hazard of impalement:   a) On February 3, 2015, on the perimeter of the house, approximately 100 3/8 inch diameter rebar protruded were not guarded against impalement.
