On or about February 6, 2015 and at times prior thereto, employees handing construction materials such as boards from the ground level to employees working on the second level did not wear hard hats.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501(b) a) On or about February 6, 2015 and at times prior thereto, employees were exposed to 10 feet, 4 inches fall hazard working on the second floor of a single family home without fall protection. b) On or about February 6, 2015 and at times prior thereto, employees were exposed to fall hazards because the stairwell leading from the ground floor to the basement, in the vicinity of employees performing framing construction was unguarded, exposing them to fall and tripping hazards.
