29 CFR 1910.176(b): Secure storage. Storage of material shall not create a hazard. Bags, containers, bundles, etc., stored in tiers shall be stacked, blocked, interlocked and limited in height so that they are stable and secure against sliding or collapse. On or about February 19, 2015 and prior thereto, in the warehouse located at or near 154 Centennial Drive, Hot Springs, AR 71913, full pallets of shrink wrapped boxed products were stored on top of partial bundles and/or partial bundles were not securely stacked on top of full bundles. The pallets of product were located in and around columns number 4FA068, 4FC030, and other areas. This condition exposed employees to the hazard of being struck-by falling bundles due to a lack of stability.
