Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The employer did not furnish employment and a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm, including severe burns, to employees exposed to dust explosions, deflagration, or other fire hazards from dust in the Reactor:  (a) At Corbion Caraan, Reactor 401, employees were exposed to hazards related to the changes of the bonding and grounding with explosive dust in suspension which created static charges and the potential of deflagration reaction in multiple locations within Reactor unit 401.
