29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authority to take prompt corrective measures to eliminate them) designated by the employer:     (a)  On or about March 23, 2015, the Armour Roofing and Exteriors, LLC, as controlling employer, did not ensure that employees of Juan Manuel Roofing LLC, subcontractor, were safe from fall hazards during reroofing activities by conducting frequent and regular inspections of the job site and taking necessary corrective measures.       Abatement Note:  Abatement certification and documentation are required for this item (see enclosed "Certification of Corrective Action Worksheet").      Armour Roofing & Exteriors, LLC, was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.20(b)(2), which was contained in OSHA inspection number 985120, citation number 1, item number 1, and was affirmed as a final order on July 25, 2014, with respect to a workplace located at 4161 S. Laredo Way in Aurora, Colorado.
