29 CFR 1926.95(a): Protective equipment, including personal protective equipment for eyes, face, head, and extremities, protective clothing, respiratory devices, and protective shields and barriers, were not provided, used, and maintained in a sanitary and reliable condition wherever it is necessary by reason of hazards of processes or environment, chemical hazards, radiological hazards, or mechanical irritants encountered in a manner capable of causing injury or impairment in the function of any part of the body through absorption, inhalation or physical contact.  (a) At the project site, on or about March 31, 2015, employer did not provide the proper gloves such as, but not limited to, Butyl or nitrile gloves for employees.  Cement masons wore cotton gloves mixing and applying wet Portland cement, exposing the workers to possible caustic burns, sometimes referred to as cement burns.

29 CFR 1910.1200(g)(1) referenced by 29 CFR 1926.59: The employers did not have a material safety data sheet in the workplace for each hazardous chemical which they use:   (a) At the project site, on or about March 31, 2015, and at times prior thereto, there were no material safety data sheets for Hanson Permanente, ASTM C-150 Type I/II Cement.  Cement masons used it to mix with water, exposing the workers to possible caustic burns, sometimes referred to as cement burns, injuries to eyes, and inhalation hazards of working with dry Portland cement.

29 CFR 1910.1200(h)(1) referenced by 29 CFR 1926.59: The employer did not provide employees with effective information and training on hazardous chemicals in their work area at the time of their initial assignment, and whenever a new physical or health hazard the employees have not previously been trained about was introduced into their work area:   (a) At the project site, on or about March 31, 2015, and at times prior thereto, Cement masons were not trained, as they did not know they needed to protect their skin from exposure to wet, Hanson ASTM C-150 Type I/II Portland cement. They needed to use Butyl or nitrile gloves rather than cotton, exposing the workers to possible caustic burns.
