29 CFR 1926.451(c)(2)(i): Footings were not level, sound, rigid, and capable of supporting the loaded scaffold without settling or displacement. On 4/20/2015, an employee from Fischer and Frichtel was installing siding on the second story of a residential building located at 124 Cimarron Summit Way, Wentzville, MO. He was working on a pump jack scaffolding, that had poles erected on footings which were not level, sound, rigid, and capable of supporting the loaded scaffold without settling or displacement. All three of the poles supporting the pump jack scaffolding were not on level and sound footings to prevent displacement.

29 CFR 1926.452(j)(2): Poles were not secured to the structure by rigid triangular bracing or equivalent at the bottom, top, and other points as necessary. On 4/20/2015, an employee from Fischer and Frichtel was installing siding on the second story of a residential building located at 124 Cimarron Summit Way, Wentzville, MO. He was working on a pump jack scaffolding, which was not secured to the structure by rigid triangular bracing or equivalent at the bottom. Two of the three poles had fabricated bases/mudsills, but they were not staked to the ground. The third pole was installed on a slope and only had one stake fully driven into the ground. There was no physical connection, thus it was not an "equivalent means."
