29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area: (Construction Reference: 1926.59)  U.S. Department of the Army - Fort Gordon Building(s) 21715 and 21716 - Augusta, GA - The employer did not provide effective information and training on the following hazardous chemicals to include, but are not limited to, Asbestos (~1.42%-~2%), Silica (~75%), Dust, Welding Fumes, Copper, and Propane at the facility at the time of initial assignment or whenever a new hazard was introduced. Employees were experiencing symptoms to include, but were not limited to headaches, sinus infections, throat irritation, and other respiratory problems while construction contractors were above and adjacent to employees welding and drilling through the concrete ceiling and walls of the building to install duct work for ventilation systems. This was most recently observed on or about March 2015 through April 2015.

29 CFR 1926.1101(k)(1)(ii): The employer did not ensure each employee was trained in accordance with the provisions of the HCS and paragraphs (k)(9) and (10) of this section. The employer did not provide information on at least the following hazards: Cancer and lung effects.   U.S. Department of the Army-Fort Gordon Building(s) 21715 and 21716 - Augusta, GA- The employer did not provide information and training on the physical and health hazards of Asbestos as required by this standard to employees working adjacent to areas where construction (drilling) of concrete ceilings that contained asbestos. This was most recently observed on or about March 2015 through April 2015.

29 CFR 1926.1101(k)(2)(ii): The building and/or facility owner(s) did not notify prospective employers, tenants, employees of the owner, and all employers of employees who would  be performing work within adjacent areas of the presence, location, and quantity of asbestos containing material or presumed asbestos containing material, at the work sites in their buildings and facilities in writing, or a personal communication between the owner and the person to whom notification must be given or their authorized representatives:  a) U.S. Department of the Army-Fort Gordon Building(s) 21715 and 21716- Augusta, GA-  The employer did not ensure that employers/employees who performed construction (drilling) work of material that contained asbestos were informed of the location and quantity of ACM and/or PACM present in the area and the precautions needed to ensure that asbestos is confined to the area.  This was most recently observed on or about March 2015 through April 2015.   b) U.S. Department of the Army-Fort Gordon - Augusta, GA- The employer did not inform its employees working adjacent in the area while construction (drilling) asbestos work was being performed of the presence, location and quantity of ACM or PACM and the precautions needed to be taken.  This was most recently observed on or about March 2015 through April 2015.
