29 CFR 1926.95(a): Protective equipment, including personal protective equipment for eyes, face, head, and extremities, protective clothing, respiratory devices, and protective shields and barriers, were not provided, used, and maintained in a sanitary and reliable condition wherever it is necessary by reason of hazards of processes or environment, chemical hazards, radiological hazards, or mechanical irritants encountered in a manner capable of causing injury or impairment in the function of any part of the body through absorption, inhalation or physical contact. (a) At the project site, on or about April 17, 2015, employer did not provide the proper gloves such as, but not limited to, butyl or nitrile gloves for employees. Carpenters wore cotton gloves mixing and applying wet Portland cement, muriatic acid, and joint compound, exposing the workers to possible caustic burns, sometimes referred to as cement burns.

29 CFR 1910.1200(g)(1) referenced by 29 CFR 1926.59: The employers did not have a material safety data sheet in the workplace for each hazardous chemical which they used: (a) At the project site, on or about April 17, 2015, employer failed to provide Material Safety Data Sheets for Portland cement, muriatic acid and all purpose compound. Employees installing tiles on the interior and exterior floors were exposed to the hazard of the products contacting their eyes and skin. The warning labels on the products stated avoid contact with eyes and skin.
