29 CFR 1926.451(c)(2): Supported scaffold poles, legs, posts, frames, and uprights did not bear on base plates and mud sills or other adequate firm foundation: (a) Montgomery County Juvenile Center, 530 Port Indian Rd, Norristown Youth Center, Norristown, PA - On or about April 29, 2015, employees engaged in exterior masonry work from a mobile scaffold on a unstable surface, in that the unlocked wheels of the scaffold were resting on an inclined surface of dirt and gravel.
