29 CFR 1910.37(a)(3): Exit routes must be free and unobstructed. No materials or equipment may be placed, either permanently or temporarily, within the exit route. The exit access must not go through a room that can be locked, such as a bathroom, to reach an exit or exit discharge, nor may it lead into a dead-end corridor. Stairs or a ramp must be provided where the exit route is not substantially level.  At the time of the inspection, on or about 11 May 2015 at the dollar General store at 9465 Lewis and Clark Blvd, Jennings MO, two (2) separate emergency egress doors had restricted access to for use as a means of emergency egress. That is to say, that one door located in the store on the NW corner was being blocked by merchandise placed in front of the door and restricting egress use in case of a fire emergency. Additionally, a second door located in the NW corner of the overstock/storage/warehouse area had restricted means of egress by a cross bar that was positioned in place across both egress doors. The cross bar was used as a loss prevention & security measure to prevent the door from being opened. This would prevent the door from being opened in a fire emergency from both the inside and outside.    The DOLGENCORP, LLC dba Dollar General, was previously cited for a repeat violation of this occupational safety and health standard or its equivalent standard 1910.37(a)(3) which was contained in OSHA inspection number 1012465.015 citation number 01, item number 002 and was affirmed as a final order on 04/07/2015, with respect to a workplace located at Dollar General Store #4800 at 203 Wedowee St, Bowden, GA 30108 and OSHA inspection number 989056.015 repeat citation, number 01, item number 001 and was affirmed as a final order on 11/25/2014, with respect to a workplace located at Dollar General at 2200 Highway 49 Brooklyn, MS 39425.   Additional previous citation instances by The DOLGENCORP, LLC dba Dollar General for a violation of this occupational safety and health standard or its equivalent standard 1910.37(a)(3) are listed below:   1. OSHA inspection number 992417.015 repeat citation, number 01, item number 001 and was affirmed as a final order on 10/10/2014, with respect to a workplace located at Dollar General at 7118 Highway 278 Covington, GA 30014.   2. OSHA inspection number 907752.015 repeat citation, number 01, item number 001 and was affirmed as a final order on 08/15/2013, with respect to a workplace located at Dollar General #11579 at 1523 E. 29 CFR 1904.40(a): Basic requirement. When an authorized government representative asks for the records you keep under Part 1904, you must provide copies of the records within four (4) business hours.   At the time of the inspection on or about 11 May 2015, the assistant store manager and the store manager failed to provide the requested records and/or documentation within the time designated. Records were forwarded via email on the 15th of May, 4 (four) working days after the initial request.
