E.E. Austin & Son, Inc., 350 East 6th Street, Erie, PA  16507, on or about May 14, 2015 and times prior thereto:  Employee were utilizing a set of stone stairs on the southwest side of the structure.  The stone stairway contained 10 risers and ascended to a height of approximately 5-feet 10-inches above ground level .  Both sides of the stone stairway was not equipped with a handrail /stair rail system.
