29 CFR 1926.1052(c)(1): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one handrail and one stairrail system along each unprotected side or edge: A.) E.E. Austin & Son, Inc., 350 East 6th Street, Erie, PA 16507, on or about May 14, 2015 and times prior thereto: Employee were utilizing a set of stone stairs on the southwest side of the structure. The stone stairway contained 10 risers and ascended to a height of approximately 5-feet 10-inches above ground level . Both sides of the stone stairway was not equipped with a handrail /stair rail system.
