29 CFR 1926.451(c)(2): Supported scaffold poles, legs, posts, frames,  or uprights did not bear on base plates, mud sills or other adequate firm foundation:    a) Jobsite - Employees installing concrete masonry units were exposed to a scaffold collapse hazard as the tubular welded frame scaffold did not bear on base plates or a firm foundation.  The poles of the scaffold were placed on the uneven concrete and in one instance, placed beside a pile of flowable material capable of displacing the scaffold pole. Observed on or about 18 MAY 2015.

Observed on or about 18 MAY 2014.      Mei-Guan Remodeling, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.451(g)(1)(vii), which was contained in OSHA inspection number 1047791, citation number 1, item number 4 and was affirmed as a final order on 09 APR 2015, with respect to a workplace located at 152 West Ritner Street, Philadelphia, PA.
