OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to an oxygen deficient atmosphere while performing servicing and maintenance activities within the South vacuum filter housing located downstream of the secondary baghouse in the Faircrest Steel Plant.   On or about May 21, 2015, the employer failed to ensure that employees entering the South vacuum filter housing for the Dust Away System of the Secondary Baghouse to perform servicing and maintenance were protected from the hazards posed by an oxygen deficient atmosphere caused by the upstream introduction of nitrogen.
