The worker was exposed to a fall hazard.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: JOB SITE: 1853 Rockmoor Drive, Chesterfield, MO 63017, on or about 6/24/2015, workers on this job site used a Werner Equalizer Aluminum extension ladder for access to an upper landing surface and ladder's side rails did not extend at 3 feet above the upper landing surface being accessed. The ladder's side rails was approximately 2 feet short of the edge of the roof. The workers were exposed to a fall hazard.
