Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The employer did not furnish employment and a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were expose to caught-by hazards.    On June 23, 2015 employees operating garbage trucks in the city landfill came into contact with garbage trucks while performing recovery operations exposing employees to caught-by hazards .    One feasible and acceptable method to abate this hazard is to observe employee compliance with the American National Standards Institute (ANSI) standard for Mobile Wastes and Recycles Materials Collection.  Transportation, and Compaction Equipment Safety Requirements Z245.1-2008, 6.3.2(g) Not crossing or standing behind a vehicle operating, or about to operate, in reverse.
