Employees were working on and from Alum-A-Pole pump jack scaffold installing mesh as part the pre-stucco application when the scaffold had not been inspected by a competent person before work started. Employees were exposed to fall hazards in that the safety net was not attached at the base and both end rails were missing.       Condition occurred on or about 06/29/15.
