Abatement certification must be submitted for this item.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:    a)  At the rear of the jobsite, on the lower roof, on or about 7/8/15:  Workers were using a 6 foot step ladder placed against the building to access an upper roof.  This ladder did not extend above the landing being accessed.      Abatement certification must be submitted for this item.

This ladder did not extend above the landing being accessed and was not opened with the spreaders locked as is its designed use.      Abatement certification must be submitted for this item.
