Not all of the employees were utilizing a personal fall arrest system while performing the roofing work.  Abatement certification is required for this item.

29 CFR 1926.502(d)(15): Anchorage points used for attachment of personal fall arrest equipment were not  independent of any anchorage point being used to support or suspend platforms and capable of supporting at least 5,000 pounds (22.2 kN) per employee:  a) On or about 7/22/2015, at the job site:  Employees were in the process of performing roofing work on a roof with a pitch that was greater than 4 on 12 with an eave to ground height of 11.5 feet.  Two anchorage points were in use, with three to four employees tying off per anchorage point.  The anchorage points in use were designed by the manufacture to accommodate one worker.    Abatement certification is required for this item.
