29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system. On or about July 22, 2015, and at times thereto, an employee engaged in residential construction was trimming roof trusses at an elevated surface that was 6 feet or more above lower level and was not protected from falling. This condition exposed employee to fall hazards. Gabriel Aguirre Acosta was previously cited for a violation of this occupational safety and health standard 29 CFR 1910.501(b)(13), which was contained in OSHA inspection number 951047, citation number 1, item number 1, and was affirmed as a final order on January 27, 2014, with respect to a workplace located at 3150 Spring Willow, El Paso, Texas, 79938.

On or about July 22, 2015, and at times thereto, an employee was observed using a ten foot step ladder as a non-self-supporting ladder to climb onto an unfinished residential roof and trim trusses edge for banding. This condition exposed employee to fall hazards.
