29 CFR 1910.23(e)(3)(iv): The anchoring of posts and framing of members for railings of all types was not of such construction that the completed structure was capable of withstanding a load of at least 200 pounds applied in any direction at any point on the top rail. On or about July 27, 2015, on Latshaw Drilling Rig #11 ; the Rig Manager did not ensure that guardrails located on both sides of the hoist area of the rig floor were securely anchored to the rig deck. This condition exposed employees to fall hazards exceeding 4 feet.
