29 CFR 1926.451(e)(5)(i): Ramps and walkways 6 feet (1.8 m) or more above lower levels shall have guardrail systems which comply with subpart M of this part -- Fall Protection. a. On the south side of the project where employees used four 4x4s placed to make a walkway to access the abutment wall, guardrails were not installed, thereby exposing employees to a 7 foot, 9 inch fall hazard.

29 CFR 1926.501(b)(1): "Unprotected sides and edges." Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. a. On the north/east side of the bridge where an employee was observing the equipment operator from outside the concrete barrier of the bridge, the employee was not protected from falls, thereby being exposed to a 10 foot fall hazard.
