29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area: (Construction Reference: 1926.59)  (a) A temporary labor employee who was potentially exposed to hazardous chemicals (e.g., PVC glue, silica, acetylene, solder) during the renovation of Building 1880 had not been provided with  effective hazard communication information and training (stipulated in 1910.1200(h)(2) and (h)(3)). The employee had only been provided with information concerning the location of material safety data sheets.  (b) As of 8/25/15, a temporary labor employee who worked at the site had not been trained on the new chemical container label elements and the new format and types of information on each section of safety data sheets (SDSs).

29 CFR 1910.134(k)(6):   The employer did not provide the basic advisory information on respirators, as presented in Appendix D of 29 CFR 1910.134, in written or oral format to employees who wear respirators when such use was not required by the employer:    (a) A temporary employee (plumber) who wore an N95 disposable filtering facepiece respirator on a voluntary basis when grinding burs from piping had not been provided with the basic advisory information on respirators, as presented in Appendix D.
