29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a. Lot 4, Block 205.21, Miller Road, Hillsborough, NJ - Country Classics at Hillsborough Development Employees engaged in residential framing activities were observed using a Werner aluminum extension ladder for access to the second story top plates, that was not extended at least 3-feet above the landing surface. Violation observed on or about September 12, 2015

29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet or more above the lower levels was not protected by guardrail systems, safety net systems, personal fall arrest systems, nor was an alternative fall protection plan which meets the requirements of 29 CFR 1926.502(k) developed and implemented: a. Lot 4, Block 205.21, Miller Road, Hillsborough, NJ - Country Classics at Hillsborough Development Employees engaged in residential framing activities were not protected from falls by use of a guardrail system, safety net system, or personal fall arrest system. Employees were observed installing sheathing (decking) to the second story floor, at the outside edge, without the use of fall protection. Violation observed on or about September 12, 2015 ACC General Construction was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 982793, citation number 1, item number 2, and was affirmed as a final order on September 13, 2014, with respect to a workplace located at Holecomb Drive and Bernard Court, Hillsborough, NJ. ACC General Construction was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 945253, citation 1, item 1 and was affirmed as a final order on February 7, 2015, with respect to a workplace located at 13 French Drive, Hillsborough, NJ.
