29 CFR 1910.22(a)(1): All places of employment, passageways, storerooms or service rooms were not kept clean and orderly or in a sanitary condition. Employees in the Arc Shop used an industrial stairway to access the #2 crane and the employer did not ensure the: a) uppermost platform and runway were not maintained in an orderly condition because debris was left on the floor. b) the stairway handrails and horizontal structural members of the building were not kept clean of debris and discarded beverage containers.

29 CFR 1910.1025(m)(2)(iii): The employer did not ensure that signs required by this paragraph (m)(2) are illuminated and cleaned as necessary so that the legend is readily visible. Employees in the Arc Shop are exposed to lead and the warning sign posted at the stairway landing to crane #2 where the PEL may be exceeded could not be read because it was obstructed by debris.
