Crossbraces were used as used as a means of access.  a. Located at 7330 Groveport Road in Groveport, Ohio: On or about September 16, 2015, employees were using the scaffold frame to access the working platform of a Safeway Systems scaffold. The scaffold frame was not an approved access, thereby exposing employees to a maximum fall hazard of approximately nine foot six inches.
