29 CFR 1910.176(b): Storage of material shall not create a hazard. Bags, containers, bundles, etc., stored in tiers were not stacked, blocked, interlocked and limited in height so that they were stable and secure against sliding or collapse: On the work room floor and in the Receiving Verification System (RVS) area on September 23, 2015, and at times prior thereto, bags of mail and boxes were not limited in height so that they were stable and secured against sliding or collapse. The U.S. Postal Service's Job Safety Analysis for loading dollies determined that the safe work practice was not to stack mail higher than the fourth bar on ends of the dollies. U.S. Postal Service Publication PO 502 Container Methods Handbook, September 1992, paragraphs 251.21 and 251.4b discuss not loading mail above the top of the pipe racks on the dollies. Employees were exposed to the hazard of being struck by bags of mail and boxes falling off the dollies when the dollies were moved from RVS area to the work room floor and when removing the bags and boxes stacked above the top of the pipe racks from the dollies. The U.S. Postal Service was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.176(b), which was contained in OSHA inspection number 952259, citation number 1, item number 1, and was affirmed as a final order on October 25, 2015, with respect to a workplace located at the San Francisco International Service Center, 660 Westfield Road, San Francisco, California.
