29 CFR 1910.23(c)(1): Open-sided floors and/or platforms four feet or more above adjacent floor or ground level were not guarded with standard railings (or equivalent) and toeboards:Note:  Toeboards are only required when persons can pass, there is moving equipment or there is equipment with which falling materials could create a hazard.     a) Baghouse Area,   On or about 9/25/15: Elevated walkways had a series of  openings of approximately 2' x 3' of which employees could fall 12 feet to the ground below.     b) Furnace Bldg loading dock area, On or about 9/25/15: A open sided floor was missing a proper guardrail that had a fall of greater than 4 feet.      Scepter New York was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29CFR1910.23(c)(1)which was contained in OSHA inspection number 1094693, citation number 1 , item number 1 and was affirmed as a final order on 6/22/11with respect to a workplace located at  11 Lamb Rd, Seneca Falls, NY.
