29 CFR 1960.29(d):  The Agency did not make the investigative report available to the Secretary or his authorized representative on request:  a)  Picatinny Arsenal, Building 816  US Army Armament Research, Development and Engineering Center (ARDEC) did not provide OSHA with the complete investigative report for the 3/18/15 deflagration in Building 816.  The report provided was heavily redacted, omitting critical safety information including root cause, findings and recommended changes.  Violation occurred on or about 11/4/15.
