29 CFR 1926.1404(q)(1): The outriggers or stabilizers must be either fully extended or, if manufacturer procedures permit, deployed as specified in the load chart: On or about October 13, 2015, at the worksite located at 38227 Wilson, Willoughby, Ohio 44094, the employer allowed his crane operator to operate the Ford L8000 crane truck without the drivers side front outrigger extended to a specified distance per the manufactures load chart.
