29 CFR 1926.1053(a)(11): Ladder components were not surfaced to prevent injury to employees from punctures or lacerations, and/or to prevent snagging of clothing: (a) On October 27, 2015, at the rear of the project site, the top rung of a job made wooden ladder was not surfaced so as to prevent snagging of clothing. Double head nails were used to secure the top rung of the ladder, exposing employees to fall hazards from the double headed nails snagging their clothing.
