29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.  Location: 33 Park Ave., Jersey City, NJ.  a) An employee was observed walking/working at the edge of the 38th floor without any means of fall protection, thereby exposing him to a fall hazard of approximately 370 ft. to the floor below; on or about 10/29/15.  b) Employees walked and/or worked near an unprotected edge at the ground floor.  The opening was at the base of the Tower Crane and its perimeter did not have a guardrail system, thereby, exposing employees to fall hazards of greater than 6ft to the floor below; on or about 10/29/15.  c) Employees were observed building/forming a stairway that had an unprotected edge at the 37th floor.  The unprotected edge exposed employees to a potential fall of greater than 10 ft. to the floor below; on or about 10/29/15.   Industrial Urban Corp. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(1), which was contained in OSHA inspection number 901775, citation number 1, item number 2 and was affirmed as a final order on 10/16/13, with respect to a workplace located at 1000 Avenue of port Imperial, Weehawken, NJ.
