The use of this key allowed employees to run the press with the guard open in the continuous mode.

29 CFR 1910.217(d)(9)(i): The employer did not establish a die setting procedure for mechanical power press(es) that would ensure compliance with 29 CFR 1910.217(c): a) Stamping Department: The employer did not establish a die setting procedure for the mechanical power presses that ensure compliance with 29 CFR 1910.217(c) in that employees performing die setting were utilizing open guards by means of an interlock bypass key device. Abatement Note: Die Setting Procedures are to include the following: 1. Compliance with 29 CFR 1910.217(c); 2. Provide spring loaded turnover bars, for presses designed to accept such turnover bars; 3. Provide die stops or other means to prevent losing control of the die while setting or removing dies in presses which are inclined.; 4. Provide and enforce the use of safety blocks for use whenever dies are being adjusted or repaired in the press; 5. Provide brushes, swabs, lubricating rolls, and automatic or manual pressure guns so that operators and die setters shall not be required to reach into the point of operation or other hazard areas to lubricate material, punches or dies.
