29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b). a) Roof, Residential, 458 Market Street, Bloomsburg, PA - Employees on the steep sloped roof of a residence engaged in repairing/replacement activities of the roof were not protected from falling and were exposed to a fall hazard between twenty seven-foot (27') and thirty one-foot (31') above ground level, as observed on or about December 4, 2015. In accordance with 29 CFR 1903.19(c) and (d), abatement certification and documentation is required for this violation.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed. a) North edge of Roof, Residence, 458 Market Street, Bloomsburg, PA - Employees used a fully extended aluminum extension ladder for roof access/egress with side rails that extended a maximum of eighteen-inches (18") above the top of the roof edge exposing the employees to a twenty seven-foot (27') fall hazard, as observed on or about December 4, 2015. In accordance with 1903.19(c), abatement certification is required for this violation.
