29 CFR 1910.303(g)(1)(ii): The required working space about electrical equipment rated 600 volts, nominal, or less to ground, was in a passageway or general open space and was not suitably guarded when normally enclosed live parts were exposed for inspection or servicing: Employees of Borets U.S., Inc., were exposed to burn and struck-by hazards, in the panelboard room of the testing area, while access to electrical panels was blocked with materials.

29 CFR 1910.305(d)(2): Panelboard enclosures. Panelboards shall be mounted in cabinets, cutout boxes, or enclosures designed for the purpose and shall be dead front. However, panelboards other than the dead front externally-operable type are permitted where accessible only to qualified persons. The employer did not ensure that electrical panelboards, in the testing area panelboard room, was mounted with the door closed and exposed employees to electrical hazards.
