29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet or more above lower levels was not protected by guardrail systems, safety net systems, or personal fall arrest systems, nor did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502:   a) Dawson Hills Apartments: On or about December 15, 2015, and at times prior thereto, employees observed in a variety of framing activities on this multi story residential complex without using any means of fall protection and exposed to fall hazards ranging up to 18 feet. 29 CFR 1926.503(a)(2)(iii): The employer did not assure that each employee had been trained, as necessary, by a competent person in the use and operation of guardrail systems, safety net systems, warning line systems, safety monitoring systems, controlled access zones, and other protection to be used:  a) Dawson Hills Apartments:  On or about December 15, 2015, and at times prior thereto, the responsible person on site and employees performing framing activities did not recognize the hazards of working without fall protection and/or take appropriate actions to minimize and/or eliminate these hazards.
