The employer fails to assure effective protection against falls as required by the standard, as demonstrated on January 13, 2016, when employees were installing shingles on the roof of a one-story residence at 13635 Mandarin Road, Jacksonville, Florida 32223 without fall protections and were exposed to fall hazards of 9 feet 8 inches above the surrounding ground.     Rogero & Williams Roofing Contractors, Inc. previously committed a Repeat violation of this standard on September 16, 2015, when employees were performing roofing work at 12808 Quincy Dr., Jacksonville, Florida 32224, which became a Final Order on October 13, 2015. (Inspection No. 1092339).
