29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used. Scaffold supports were used as a means of access. a) The employer does not require the use of a ladder or other means of safe access while performing masonry work from the second buck of a scaffold. The violation was most recently at 1470 Taylor Road, Montgomery AL. On January 12, 2016 the employer exposed employees to fall hazards in that employees were allowed to climb up the side of a scaffold - 13feet 7 inches high without the use of a ladder or other means of safe access. MMC Construction, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.451(e)(1), which was contained in OSHA inspection number 1037547, citation number 1, item number 1, and was affirmed as a final order on May 14, 2015, with respect to a workplace located at 7441 W. 29 CFR 1926.451(g)(4)(i): Guardrail systems were not installed along all open sides and ends of platforms. a) The employer does not require the use of guardrails along all open sides and ends of the scaffold being used by the employees performing masonry work. The violation was most recently at 1470 Taylor Road, Montgomery AL. On January 12, 2016 the employer exposed employees to fall hazards in that employees were allowed to work from the second level of a three buck high scaffold - 13.7 feet without guardrails along the end and corner side of the platform where it extended beyond the building.
