29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used.  Scaffold supports were used as a means of access.  a)  The employer does not require the use of a ladder or other means of safe access while performing masonry work from the second buck of a scaffold.  The violation was most recently at 1470 Taylor Road, Montgomery AL. On January 12, 2016 the employer exposed employees to fall hazards in that employees were allowed to climb up the side of a scaffold - 13feet  7 inches high without the use of a ladder or other means of safe access.
