29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system:   Construction Site: On or about January 28, 2016 and at times prior thereto, one employee was observed working on decking the roof without any form of fall protection. This condition exposed the employee to a fall hazard greater than six feet to the ground below.  Fidel Mesa Framing was previously cited for a violation of this occupational safety and health standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1088244, citation number 002, item number 01 and was affirmed as a final order on November 11, 2015, with respect to a workplace located at 7153 North Skies, El Paso, TX 79938.  Fidel Mesa Framing was previously cited for a violation of this occupational safety and health standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1058132, citation number 001, item number 01 and was affirmed as a final order on August 12, 2015, with respect to a workplace located at 7169 North Skies, El Paso, TX 79938.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:  Construction Site: On or about January 28, 2016, one employee was observed working on a roof without any form of fall protection. The employer did not provide a training program to enable employees to recognize the hazards of falling. This condition exposed the employees to a fall hazard greater than six feet to the ground below.  Fidel Mesa Framing was previously cited for a violation of this occupational safety and health standard 29 CFR 1926.503(a)(1), which was contained in OSHA inspection number 1088244, citation number 001, item number 01and was affirmed as a final order on November 16, 2015, with respect to a workplace located at 7153 North Skies, El Paso, TX 79938.
