29 CFR 1910.23(c)(1): Every open-sided floor or platform 4 feet or more above adjacent floor or ground level shall be guarded by a standard railing (or the equivalent as specified in paragraph (e)(3) of this section) on all open sides: On or about February, 25 2016, at the site, technician(s) must perform repairs and inspections to the roofs and attached roof accessories of recreational vehicles (RV's) within the four work bays . The overhead horizontal lifeline provided in the work bays does not have a minimum breaking strength necessary to absorb a potential fall. Technician(s) are exposed to a fall hazard of approximately ten feet to the lower level. Or, In the alternative: 29 CFR 1910.132(a): Protective equipment was not used when necessary whenever hazards capable of causing injury and impairment were encountered: Stoltzfus R.V.'s, Inc. was previously cited for a violation of this occupational safety and health standard which was contained in OSHA inspection number 1128692, Citation number 1, Item number 1 that was affirmed as a final order on 1/14/16, with respect to a workplace located at Rt. 272, 3280 North Reading Rd. in Adamstown, Pennsylvania 19501. Abatement certification required within 10 days after the abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and state employees and their representatives were informed of this abatement.
